Safety net account or another option?.

I have 64k to put into some emergency funds accounts. 21k 6 month emergency fund, 15k medical expenses fund, 25k house down payment and 3k emergency expenses. The money has been sitting in a saving account for a year earning nothing. Since I have Betterment with 1,100 investment as a test, I have read about the safety net account. High yield savings account are paying low interest but are safer than investment. I am feeling biased into this safety net account. My question is, is there a better option than this safety net account?

I have an appointment with a Bank financial advisor. However,. I am not confident with the back to continue holding that money with no enough returns.

What could be a better option than a safety net account?.

What is the average percentage of return annually?. I read from an user of this forum he is getting aroun 3% of return, it's than fine?

What should be the best level of risk to take with that amount of money?. I am planning 30 stocks and 70 bonds.

Any advice will be greatly appreciated! Thank you for responding.
