I’m level 21 and never made it to 30, can I still get these keys or am I screwed?

You may be able to buy the keys with real money but I’m not 100% sure.

Boost a character to lvl 30 and burn through Warlords. You have 2 weeks
How hard is it yo get cases? Im at 35. Getting 40 today
Have daily’s to get items and every 4th time you level you get a key
When you with 40 do the Fay Lau manhunt and league challenges and you will level up quickly
