[Kipo and the Age of Wonderbeasts]Why are "burrows" built so close to the surface?

Halfway through the second season. Every time we've seen a burrow breached, it looks like there was less than a foot of soil between the top floor and the surface. What's the point of an underground shelter that's no more sturdy than a normal roof?
