How does Rayshifting work

Is it time travel or is it moving between parallel universes/timelines? I'm asking because I've seen people say both of these things but I don't know if both are true or just one or how any of this works. So could someone please explain how the rayshift works?

And, if possible, could someone explain what the Quantum Timelock thing is?
