SWORD’s Purpose

I’m not sure if this has already been answered but what even is SWORD’s purpose? Is it just supposed to fill the role of SHIELD and the Avengers as omnipresent organizations in the MCU since SHIELD is still in the shadows? I know that SWORD was originally founded for space travel and it’s only based in the US so it’s different but did no one see it move to making weapons and kick the FBI, another part of American government, out of their investigation and became concerned with how they were becoming too powerful like SHIELD?? The public and governments lack of trust after SHIELD was mentioned in earlier MCU projects so I’m just confused as to why no one is cautious with SWORD. Also why is it in charge of the hex over the military or FBI if SWORD works on space stuff?
