Mad Max Style Vehicles, Customization, and Such

How would you do such things? Are there rules for apocalyptic modification on vehicles or weapons available or is this something I'd have to figure out myself? My group has had interest in such a game for a long time, the original thought was to have the players be a tank crew and move through an apocalyptic wasteland with others like themselves. I'm open to arial suggestions as well! If anyone knows a better system for such a game, lemme know!
