This makes it even weirder, so they are buying this design from someone else and getting it customized (back side has contact info).

It's for the memes, seriously. You see some typos here and there or weird translations. It's understandble. Examples like this are jokes between sellers, graphic designers, whatever. It's cute, harmless the aliexpress sellers get some marketing and we all have a laugh.

I'm an American that worked in Beijing for a while. I had problems with Chinese-accented English for the first month or so, but most people that I dealt with spoke English fluently. They were also very tolerant of my awful Chinese.
I don't know how much the rest of China is like Beijing, but a lot of people speak multiple European languages. I had several people try to strike up conversations in German and Russian.
