Windows Server 2016 Core (current edition can't be upgraded to any target editions)
Currently running ServerStandardEvalCor and want to upgrade it to ServerStandardCor. However, got an error when run dism /online /get-targetEditions
The current edition can't be upgraded to any target editions.
Any ideas why I can not upgrade the evaluation version to any other?

I'm pretty sure you can't convert a 2016 Eval Core to Retail. Remember reading somewhere it was broken.
But I have been known to be wrong before.
If it doesn't show any target editions, it may still be able to convert it.
dism /online /set-edition:ServerStandardCor /productkey:WC2BQ-8NRM3-FDDYY-2BFGV-KHKQY /accepteulayes, you are right:
https://docs.microsoft.com/en-us/windows-server/get-started/supported-upgrade-paths
Shows an error 50.
It looks like I should reinstall from the scratch...
That would probably be best at this point.
My 2 cents? Don't install core this time around, stick with the Desktop Experience. You don't get a break on licensing, and it's easier to fix.
If however you fit into the niche use-case of rapid server deployment, then stay with Core.
