So from my understanding
Kasane Teto was a group project for April fools and people starting to get tired of it and forgot about her but later the character got a official voice and made a song and the character was remembered again
Also I realised it's UTAU not UTAI

There's also the fact that Crypton Future Media has accepted her into their hearts.
Much like how Yowane Haku started as a mere fan derivative of Hatsune Miku, now they both have their own voices and appear in official game such as Project Diva.
