[PC][Late 90s-Early 2000s] Drag and drop 2D game

Hi guys! Please help me with that. I don't know if I can call this a game, because it doesn't have an objective. It's just a scenario (I don't remember if you could choose, but I remember of a Western background), and a menu with items that you could drag n drop in this background.

I remember for example of dragging a cowboy and right after a bull, then the cowboy tries to noose this bull. But there were plenty of other stuff to drag, and all of them could interact with each other.
