Isn't Darius too weak?

I tried him with Knights and Nightbringers and he was doing almost nothing even with full build and 2 stars. Most of the times he was doing like 3k dmg and that's all. Maybe sometimes he was tanking some dmg. I thought he and Garen are the final bosses of this set.
