OTC trading permissions

How do I get permissions to trade OTCs on IBKR? I've gone to acct mgt - permissions - stocks, not seeing the selectable item. I clicked on penny stocks and clicked continue at the bottom of the page and got a bizarre message referring to leveraged etfs etc etc.

Finding navigating IBKR very frustrating
