I Suffer From Chronic Cold Feet, Looking to Move Somewhere Tropical

Having cold feet all the time is the worst, and I'm sick of dealing with it. The one time it wasn't a problem for me was when I was in Thailand for a couple of months, it was the greatest relief.

So I've decided that for quality of life I have to move somewhere with a tropical climate, but I'm not sure where exactly.

I seem to have narrowed it down to South America for no real reason, like Costa Rica, or Argentina (Is it warm enough year round though?) or Turks and Caicos. I'm open to anything really, but it must be somewhere that is dog friendly and I'd strongly prefer to have access to stable high speed internet, but I realize I might have to sacrifice that.
