Does anyone know what this old animated sci-fi movie was?

I remember seeing this crazy animated sci-fi movie as a kid (maybe 1989 - 1993) that I've never seen again or been able to find the title to. I vaguely remember that the plot was about fighting some giant brain.

It took place in what I assume was a post-apocalyptic setting. There were robots that shot lasers out of their fingers, which would turn things into stone. When the robots were broken apart, they were empty shells with a little bit of the huge master brain in their helmets.

There were deformed mutants who formed the resistance, one of which had no legs and got around by walking on his hands.

I've been trying to remember the name of the movie for years; I'd love to see it again. Does this ring any bells to anyone? The 80s were a crazy time for animated movies (the last unicorn, anyone?).
