Are the backwards dragon/resistance bugs prominent for ALL players, or is it a case by case occurrence?

I haven't been able to play the game since the patch came out due to work, but according to the internet the bugs created by the patch are prominent to ALL players. Is this the case, or are they sporadic like bugs normally are?
