The housing market crashed... The banks got billions of dollars in bailout money(from the taxpayers), why do they get to continue sucking the over priced mortgage payments out of the taxpayer's pockets?

If the collaboration between the banks and the government set the system to be as it was before the crash, with the vision of "homes for everyone," why don't they follow up on that claim and actually let the people keep their homes?
