Lebanese passport, visiting Cuba. need visa/tourist card or both?

I checkd HQvisa and it said that I do need a visa, but asking around and checking the Cuban embassy website tells me I only need a tourist card... I called the Toronto Embassy a few times with no luck.. so does anyone have any useful information about this ? I live in Toronto, CA and I want to visit for a week.

Also about the tourist card, some say you get it frm the embassy and others say you just buy it on the plane. Any info on that?
