Why are elementary school teachers mean?

I'm tutoring at a school right now and I've noticed teachers are just plain mean to kids about things that don't really matter. They'll scream at the students for sitting on their feet, having the wrong answer, or having a shirt untucked. Are there behavioral issues that I'm not understanding? Is there some sort of "broken windows" theory for education?
