If aluminum-gallium really can cure the energy problem, how soon could it be in place?

I have been reading about the aluminum-gallium-hydrogen cycle ever since I herd about it on reddit a while back and I have been wondering if this really can be a cure to our crisis? and if not why?

Also when do you think it could be brought into affect? How much work would be involved?
