My otherwise great credit union is charging unwarranted fees, any advice?

I've been a member of my credit union for a few years now. Recently I was hit with 2 $28 "Uncollected Funds" fees. I contacted them and they said they're basically only their version of overdraft fees. Each time my account actually never went negative and they refuse to waive the fees.

Due to a recent relocation I'm unable to go into a branch and actually talk to them about this and the email/phone support refuses to do anything about it.

Any advice on getting them waived or a decent bank I can go to? I'm already a USAA member, I guess it's time to move my money?
