Q4 Background: Monzo the mage has a problem. His Equipment Potency EquivalencE Number (EPEEN) is just too small. The issue came to a head recently when Sparkles (the Gnome Warrior and guild leader) informed Monzo that he just wasn’t satisfying the requirements of his group anymore, and that if he couldn’t enhance his EPEEN in some way, he’d no longer be called upon for hard-mode encounters. So, Monzo is looking to enhance his EPEEN by purchasing new Purples. He’s accumulated quite a few frost badges to spend, and is looking at the Purples available to him. Write a recursive function that determines if Monzo has any hope of success given his c frost emblems and his need to increase his EPEEN by at least v. Each Purple has a cost and a value where the cost is how many frost emblems he must spend and the value is the increase to his EPEEN that he’d get from buying the Purple.
