Connection refused: can't reach server?

I was trying to join but the server seems to be offline for me. I thought maybe it was because smavi didnt have time to finish it on time, but i got here and I saw everybody is already playing. Any ideas? This is not happening only to me, also with a friend with I wanted to join with.
