How short is too short to publish?

First off, sorry if this has been asked before. I want to start publishing short stories and eventually collections, and I'm ready to release my first little story into the wild. Thing is, it's only about 1100 words. Would you be pissed if you paid $.99 for something that length, or is it acceptable?
