Computer stuttering problems

Just recently my laptop has started to stutter at random intervals. I opened up process explorer to monitor cpu usage and such, and came up with this: http://i.imgur.com/eCZDy.png http://i.imgur.com/DU81u.png

Those spikes occured at the points of stuttering. At first I thought that this problem was only happening when I played Skyrim, but now it does it even with nothing running. Where do I go from here to get to the source of the issue?
