What makes a good Solo Top?

The other roles are pretty well defined, but what determines whether or not you are a "good" solo top or not? Can someone enlighten me on what makes a great Solo Top player versus just a Mediocre one?

Example: Should you be roaming when your lane is pushed enough, should your farm be ridiculous? What's your role with dragon, etc.
