I have 79 hours in Skyrim, and am only level 36. Where did I go wrong?

I've done exploring, killed lots of stuffs, done many many side missions and misc missions, mined and crafted along with the usual combat level ups that you normal get. Why do I have such a low level after such long time playing?? How did you get a higher level?
