FG too high, what to do??

I've got a Noble Trappist Ale kit from Midwest fermenting, and I'm not sure what's going on. It's been in primary for about 5 weeks (was too busy to move it to secondary like usual). The gravity reading today is 1.025. I didn't read it at the beginning (stopped doing gravity readings about 10 batches back, and everything's been good, all extract brews, mostly from kits). On the recipe it says SG: 1.049-1.053 and FG: 1.010-1.012. It doesn't taste bad, but is bitter. Should I get some more yeast and re-pitch?

This was the first batch I used a smack pack on, and it bubbled way, way less vigorously than the previous batches where I pitched dry yeast. I've never made a starter, but realize I should have on this one. I thought the smack packs were essentially starters and I expected them to be more vigorous than the dry yeast, but that was definitely not the case.

Btw, I'm starting a yeast starter tomorrow for my next batch, a cream stout. My first starter, so I'm excited about that.

Thanks for any advice!!
