Does Wind effect if there can be snow or not??

First off lets get this out of the way i live in Albuquerque, NM. Ok so it is about 39°F now and it has constantly been windy all day long. we have constant gusts of 15-20 mph. it says it will get down to 22°F tonight with Snow Showers and 20% chance of precipitation. what do u think the chances are? i really want the people on facebook to stop with their "I hope we get a snow day tomorrow" BS.
