Were Chevy Volts purposely designed to fail?

After dwelling on the film "Who Killed the Electric Car:, it was obviously GM who is in bed with the petroleum giants. The so called "right" are so vehemently against anything that doesn't kill the planet.

The top link on Drudge shows how the car caught fire seven days after.

Was this a ploy from the start to disregard electric cars? A "false flag" if you will but more of a "false disaster" to discredit green options and prop up the oil industry?
