Band members not showing up or late for practice, what can you do about it?

Recently I've had an issue with band members not showing up or just being very late for practices. We've had two different drummers do this and we had to kick out one, and now the other looks like it's going down the same path. The biggest issue I think is that even when they are late, there's no apology, nothing. They just act as if nothing happened. Just wonder what other peoples experiences are with this, any stories and what not?
