The dreaded loop

My computer has the "We apologize for the inconvenience" message where it asks if you want to starts my windows xp through "safe mode" and other things. It's on a loop. I tried pressing safe mode, but it continued the loop and when I tried pressing F8, it said I have a key board error. Anyway to fix this?
