Dear Reddit: If a company offers resources for the advancement of one group that aren't available to another, is that legal?

I work for a major corporation that regularly holds gatherings, seminars, and workshops designed to advance attendees' careers. They get paid travel, free life-coach services, access to executives, and special advancement programs that follow up on regular intervals with them to reach their career goals. All on the company dollar. Awards are handed out, free stuff is given away, and other gift packages are common for attendees to receive. However these are only offered for Asian-Americans, Hispanic-Americans, and women. If you don't belong to one of these groups, you have to move up by good old fashioned hard work and, it seems, sometimes those who participate in these programs often get promoted over more qualified applicants who don't. My question is: Is this legal if the same resources are not available to everybody?
