"Dirty air" vs slipstream?

While watching the BBC coverage, I noticed that DC and MB often talked about the benefits of being in a slipstream but then went on to talk about how the cars don't perform well in "dirty air" behind other cars. So what's the difference? At what point does staying in another car's slipstream become more advantageous than running in clean air?
