I think my dog is an idiot.

I am trying to potty train my 11 week old cocker spaniel puppy. I dont understand why half the time he will come over to me and cry when he needs to go out. The other half he will walk outside for a half an hour and do nothing and literally the second we come back in he shits on the floor. What the heck is his problem? Anyone have any help to offer?
