Why wasn't Quark sent to a prison?

As I recall, he continuously gets into trouble, and doing SERIOUSLY ILLEGAL things, and often gets caught but nothing ever happens to him.

Didn't he over-ride the security in a docking ring when the station was undergoing a plasma storm or something? And someone came in and tried to steal a symbote from Dax....

Shouldn't something like that, tampering with security of an entire station, be horribly illegal?

It'd be equivalent to allowing an enemy/terrorist organization inside of a US Army base...

It fundamentally jepordizes the nature of the entire station/sector.

He should have been put to death for treason, or even arrested and detained as an enemy combatant...
