Legally: Why are police allowed to brutally treat citizens without facing charges themselves?

I've been seeing all sorts of police brutality videos, where the police have intentionally been violent or cruel, without people disregarding their orders. How is it that this is possible? Why do they not serve jail time? What legal protection to they have?
