Canadian scooterists - Should I buy replacement pieces before winter or just wait for spring?

I've got some electrical problems and will probably need to change something or other for the spring so I was wondering if I'd be saving money by buying them now.

While on the subject, I'm not sure what I'll have to change - my electric starter isn't working and the blinkers are blinking irregularly. The problems started after a huge rainfall a few months ago so I'm assuming some water got in somewhere where it shouldn't have. Any ideas?
