HELP? "Ebay" charged $40 for monthly recurring fee without sending an invoice and has withdrawn money out of my paypal and bank

September 15th Invoice - My most expensive invoice. Charged $15 for selling stuff. My October invoice was $0.60 - around this was my normal fees that occur. However I recently was charged $40.87 from "ebay".

I have put ebay and paypal in quotation marks due to my suspicion it was an (easily) forged email from paypal and someone must have gotten hold of my user/pass. My one confusion is that I never had $31.89 in my bank account, I had nothing.

What do I do next?

Edit: My fees from selling two months ago have built up to $40.27. Very surprising. Thank you all for your support.
