Guardian Players - Where art thou?

I played a Defiant back in the beta, decided to resubscribe about 2 weeks ago (for a 3 month period) and went Guardian this time for a change of pace. Of course, being a redditor, I jumped on Sunrest.

Needless to say, I'm amazingly disappointed. I play for 2-3 hours every day, more on the weekends and I've never seen anyone on the Karma channel. Today, I ran a /who at 9PM CST - 3 people, total, in Sanctum.

I scrapped my beta characters and started all new, running an L18 Paragon/Reaver Warrior build now. I have no problem soloing but I'd love some other people to talk to, a community of some sorts, and eventually I'd like to get into some raiding - when I get to that level.

Any recommendations on a shard to jump over to - where I'm not paying $12/mo for a single-player RPG hosted on someone else's box?

Edit: Thanks for all the suggestions, looks like I am headed over to Faeblight. I wasn't all that interested in the PvP anyways.
