beagle questions

So my parents are seriously considering getting a beagle. I just have a couple of questions. The beagle would be living in both, a house with a medium to large backyard and once a month would be in a condo for 2 days( would be walked at least twice a day in said condo). Unfortunately the area the dog will be living in primarily, Monroe michigan, is associated with snakes(im terrified of snakes). For those of you that don't know, michigan has hot summers( in the excess of 100 degrees sometimes, averages around 78) and freezing winters(sometimes in the -30's with windchill). I would be able to walk the dog once in the morning and once in the evening, and someone in my family would be able to watch it for at least 4 hours a day, I would unfortunately not be home for around 5-8 hours a day, sometimes less sometimes more, as i have to commute to the university of michigan from monroe. my father has an irregular work schedule, some weeks hes home every single day, some days hes gone for 17 hours a day, my questions basically are 1.) would a beagle be well suited to handle the michigan weather( obviously i wont take it out over 90 degrees for long walks, and when its freezing) 2.) does a beagle make a good jogging companion after its aged a little(2-5 miles?) 3. will a beagle be able to handle being alone for 4-6 hours 3-4 times a month? 4. can a beagle be left outside for 3 hours in a heavily fenced backyard?
