Unlicensed rental accommodation

So I'm in a unlicensed rental residence (landlord neglected to get boarding licence).

As I am just renting a room, I am officially a "licensee" and not a tenant.

Anyone know as to what rights I have? Our landlord is delaying repairs and I would like to Bylaw officers on him, but I don't want to be out of a house.
