What did George Carlin mean when he said "I will not say concept when I mean idea. I will not say impacted when I mean affected."?

It's from one of his HBO stand up specials from the early 90s. He said it in a list of phrases from the era he would not say like "Kick back, mellow out, or be on a roll".
