Scouts-Many-Marshes, show yourself! (help)

So I went and paid the Argonians' wages with dudeski, and when I go to tell Mr. Marshes about it, he's holed up inside the Argonian Assemblage and won't come out. I waited outside for an entire day, hour by hour, and he just stayed in there the whole time. I've gone back several times to try to catch him out, but nothing.

I feel used!

Is this a bug, or is there some way to get in there without breaking in? Anyone else have this problem?
