Does Light Armor slow magicka regen? What if you are only wearing bracers?

I'm playing as mage and have the Arch-Mage robes, but I was wondering if my Enchanted (Regen 33% mana) bracers are slowing my regen (does regen decrease the more armor you wear?). Is it only heavy armor? Can I get glass armor that won't slow my regen?
