How does kill confirmed work, half of my dog tags are getting accepted

It’s so annoying when I have like 20 dog tags and I go to my bank only 10 or 5 gets put in?? And when I die the enemy team collects the whole other 10 dog tags that SHOULD have gone in the bank? Is there a dumb amount that can only be accepted for the banks?? What’s going on?? I don’t get this game mode. Collect the dog tags, go to the banks, and repeat. Didn’t say the part that only 1.5 percent of what you collected gets in the bank rather than the whole fucking amount
