Planted March 2nd but still so small. Why is he not growing? How can I help him?

IT IS LIGHT!!!!! I had the same problem and my pepper stayed at about a cm for 1 whole month and maybe a few weeks until it started to grow. I planted a new seed in the same area but waaaay closer lights and in 2 weeks, about a inch and has true leaves

Move the plant to where is it more light. Or get a lamp?

It’s most likely a lack of heat, light, soil quality, or all the above
