As a print designer, how quickly can I obtain the knowledge to set up a simple website with an updatable news section -- and then do it?

Hi all, I'm a print designer and I believe to be good in that respect. However, I work with somebody that deals with web design, and we unexpectedly wont continue working together for unrelated reasons. Problem is, we have a client pending for a website and I really don't want to let them down. The client is not in a rush. For the next couple of weeks I have a lot of time. All I need to know is how to set up a very simple website. The hardest part is that he needs to be able to upload to a "news" section every so often.

What do I do? Should I learn Dreamweaver as quick as possible? Help!
