What are these and how do they work.

Text says Nitto Aerodynamics. Has holes for brake lines...? They don't seem to have been cut after being manufactured. The drops are incredibly tiny, I'm not sure how one would ride on the drops without their hands slipping off. Is this normal? Are they mounted correctly? How do you ride with these guys? Seem to have been made a while ago. Help me out.
