Would like to learn how to help custom android custom ROM developers, where do I begin?(xpost from r/learnprogramming)

I have a bit of experience with javascript and php. I would like to learn whatever I need to learn to help the android modding community, specifically rom developers. My end goal would be to able to add new functionality to a rom. Where do I begin? And help would be greatly appreciated.
