Help me put together a mobile disaster relief comms package.
Ok, here's the backstory and I'll try to keep it short and sweet. A few others and myself were inspired by a group that converted a school bus into an industrial grade kitchen. We had the pleasure of working with them when they came to our city. They travel around the country to where anyone needs to food. Poverty stricken areas, disaster zones, protests, gatherings, etc. This outfit is really something to see and we've enjoyed helping them out doing logistics, washing dishes, etc.
Someone once made an offhand comment about how we needed a communications/tech equivalent. While we originally dismissed the idea, the more we thought of it, the more we thought of how it could work. The small group brainstorming this has a highly tech savvy background. Satellite, Networking, Media Creation & Editting, Systems Administration, etc. The idea behind the vehicle is to roll in and help provide media, communications, and information assistance where ever it's needed. We'd just barely started the brainstorming stage and working on rough budgets.
Well apparently while I've been away one of my partners has been very busy. He's found a vehicle, initial funding, and a lot of support through exposure and donations of equipment and knowledge. This just went from something that could happen to something that will happen.
Here's my problem: While I have lots of experience setting up satellite up/downlinks, networking entire buildings, building CATV networks, pairing microwave transmitters and other telecommunications needs, I have very little experience with RF outside of my domain. Ham, UHF/VHF, FRS and the like are all fairly new to me. While I'm learning as fast as I can absorb information what I really need is experience people to help guide me so we don't make expensive mistakes. Yes, I know I have to get licensed for a lot of this, and plan to, but for right now I really need help putting together a baseline RF package and budget for it so we know how much we're looking to get into on the radio side of things. I'm picking the brains of Ham operators I personally know and plan to talk with some search and rescue contacts and my local radio club, but I figured I'd throw this out to reddit as well.
Requirements: Must fit inside a short bus and be mobile, be the most useful for helping with coordination efforts in disaster relief, and not use more than say 2-3kw of power (this shouldn't be hard should it).
Edit: My Grandfather just told me the best way to phrase this question. If a disaster hit your area and someone came in with a setup for you to use, what would that setup have for you to be most effective to help with disaster relief efforts and reestablishing lines of communication.
